Side event. Despite the significant progress that have been made in the peace process in Colombia, and the noticeable decrease in victims of the Colombian armed conflict during the course of 2017 throughout the country, the implementation of the Peace Agreement is going through numerous obstacles. The high levels of unmet basic needs in several regions of the country create a potentially explosive social situation. The farming of coca, activity originally promoted by illegal armed forces, has become the sole source of employment and income for many. The absence of government engagement in rural areas has allowed unlawful organizations (i.e., ELN, EPL and BACRIM) to terrorize entire rural populations and engage in struggles over who controls which territory. Land hoarding in order to harvest agro–industrial products, such as palm oil, has been allowed, without any consideration of the deleterious effects it has on the rural economy and its negative impact on the rights of indigenous peoples and peoples of African descent. Finally, the year 2017 was also marked by the extrajudicial killings of more than a hundred of social leaders. This points out the continued stigmatization and the lack of effective protection that social leaders suffer up until this day.
