Call on Civil Society to disseminate the recommendation of the Council of Europe on the need to strengthen the protection and promotion of civil society space in Europe.

The Committee of Ministers of the Council of Europe has adopted a recommendation to member States to take effective measures to protect and promote civil society space. Civil society organizations are invited to bring this recommendation to the attention of national authorities, ask for its translation into the national language and monitor its implementation by their governments.

Please be informed that the Council of Europe Steering Committee for Human Rights (CDDH), composed of experts representing the forty-seven member States of the Council of Europe, has organised a half-day workshop, on 29 November 2018 afternoon in Strasbourg, entitled “Protection and promotion of the civil society space in Europe”. All relevant information, including the programme of the workshop, are available on our website.

You will find in attachment the Recommendation CM/Rec(2018)11 of the Committee of Ministers to member States on the need to strengthen the protection and promotion of civil society space in Europe.

The World forum for democracy 2018 will be dedicated to gender equality and women’s rights. We will focus in particular on women’s public, political and economic participation and on combating violence against women in the wake of #MeToo. The Forum will take place in Strasbourg from 19 to 21 November 2018.

First broad international initiative that helped recognise hate speech as human right abuse

Hate speech continues to poison public debate, and the urgency to counter it has not diminished over the past years. The youth campaign No Hate Speech Movement (NHSM) conducted by the Council of Europe in 2012-2017 as the first broad international initiative in this field has contributed to recognising hate speech as an abuse of human rights, and has offered valuable lessons for the future. This is a key message of the conference that has brought together some 150 representatives of national campaign committees, European campaign partners and youth organisations at the European Youth Centre in Strasbourg today to evaluate the campaign and design way forward.

Concerned by the current financial crisis affecting the Council of Europe, which could accelerate the regression of European civic space and democracy in Europe,  the Conference of INGOs sent a letter to all permanent representations to the Council of Europe, asking them to show more solidarity with the Council of Europe to stabilise the current situation.

Dear Ambassadors,

The Conference of INGOs of the Council of Europe, representing European Civil Society, is deeply concerned by the current financial crisis affecting the Council of Europe.  The decision of the Russian Federation to suspend a part of its contribution to the Council of Europe and the decision of Turkey to reduce its contribution have, combined with the effects of years of 0% budget growth, placed the Council of Europe in an unprecedented situation. 

The forum focused on democracy crisis and populism.

The breeding ground of populism.

- The marginalization of certain populations, victims of economic violence. The exclusion of his community, pushes people to lose all rationality and to join a new community, to radicalize.
- Corruption, which allows access to power, but discredits those who use it.
- Social networks that allow the expression of hatred and lies with irresponsible authors.
- The media that choose headlines based on what citizens want to hear,
- A dull, rational and irrational anxiety, in the aftermath of the attacks of 9/11 in the USA and those that followed, with a feeling of a loss of control.
- The Russians want to destroy the post-Cold War global system. There are factories of false information.

The winter session of the Conference of INGOs will take place from 22 to 26 January 2018 (calendar). During the political debate on the situation of NGOs in the Member States, the representative of the European Union Agency for Fundamental Rights will present the report on the Challenges facing civil society working on human rights in the EU. The speakers will discussed the freedom of association and NGO participation in public policies in Estonia and Serbia.
